The goal of this paper is to contribute to the discussion on the reform of the EU budget by defining a set of scenarios and strategies for the budgetary dimension of ‘social Europe’. More specifically, applying a multi-disciplinary perspective, we seek to identify these scenarios and strategies that seem a) more likely than others and b) more acceptable than others in terms of the input- (legitimacy) and the output – dimension (efficiency) of democratic political systems.
