Loukas Tsoukalis, ELIAMEP’s President of the Board, gave the inaugural lecture on ‘The EU as a global actor in a changing world’ at the annual conference Quo Vadis Europa? of the Menéndez y Pelayo International University directed by Josep Borrell, held at the Palacio de la Magdalena in Santander, Spain.
The lecture was followed by a one-to-one debate with the High Representative of the EU, Josep Borrell.
