The proposed action stemmed from the media coverage, as well as longstanding issues, regarding mismanagement and misconduct at the University of Montenegro. This situation highlighted the necessity for thorough monitoring of the university’s operations, along with oversight of relevant ministries and institutions responsible for higher education in Montenegro.

The proposed action aimed to institutionalize intervention through constructive dialogue with student populations across all universities. By involving students in developing consistent strategies and regulations at a national level, the objective was to support the alignment of Montenegro’s higher education system with EU standards. Additionally, the goal was to elevate Montenegro’s standing within the European Higher Education landscape.

Specifically, the initiative sought to contribute to the effective creation, implementation, and monitoring of Montenegro’s higher education legislative framework and practices. Active engagement of the student population was seen as crucial in achieving this objective.

The project was funded by the Delegation of the European Union to Montenegro.
