The aim and the research objective of this report was to investigate and highlight the factors that facilitate and the obstacles that hinder the implementation of Gender Equality Plans (GEPs) in Greek Universities and Research Centres. In order to investigate the research objective, a primary qualitative survey was designed and conducted with a sample of former and current presidents/members of the Gender Equality Committees of Universities and Research Centres, as well as other research and administrative staff, in order to obtain relevant information regarding the procedures for the preparation and implementation of GEPs, and to highlight the factors that acted as facilitators or inhibitors in the above process. The results of the survey are based on 21 semi-structured interviews with scientific, research and administrative staff in Higher Education Institutions and Research Centres, conducted in January and February 2024.

This report titled Factors that facilitate and obstacles that hinder the implementation of Gender Equality Plans in Universities and Research Centres in Greece is one of the first comprehensive inventories in Europe and the first in Greece, focusing on all public universities and research centres in Greece and presenting specific factors that operate positively and negatively with regards to the implementation of GEPs.

The research was carried out in the framework of the project “Tackling gender inequalities in research and higher education in Greece (GENDRHED)” (2022-2023). The GENDRHED project was launched in March 2022 and implemented under the Active citizens fund by the Hellenic Foundation for European and Foreign Policy (ELIAMEP).

The Active citizens fund in Greece is supported through a €15 m grant from Iceland, Liechtenstein and Norway as part of the EEA Grants 2014 – 2021. The programme aims to develop the sustainability and capacity of the civil society sector in Greece, and to strengthen its role in promoting and safeguarding democratic procedures, active citizenship and human rights. The Fund Operator for the Active citizens fund in Greece is Bodossaki Foundation in consortium with SolidarityNow.
